Ireland accidentally makes drugs legal, for a day

I saw this, it is hillarious. I am now wondering if every single person convicted of drugs offenses in Ireland between 1971 and now now has to be let off and compensated? Surely if the legistation to make these drugs illegal was not legally binding then they have not committed any offense?
